My son hit a large pothole earlier this week causing damage to the car. My husband reported it immediately to the local authority covering this area and was given a claim reference number. The council has since phoned and said that they are not liable andtold us claim against the sub contractor who is responsible for this section of highway. Feels like we are being fobbed off. Is this normal and should we send duplicate claims to both parties?

It is certainly not normal. Who you claim against depends entirely on who owns and maintains the area of road and without further information, I can do little to help.
