Pothole claim

Hi,hit a pothole on 28/9/11,put in claim for £428 for damage to tyres & wheel,just had responce denying claim as council say when last checked on 29/3/11 6 defects were found but the defect that caused damage was not apparent,checks were made by a walker,any help

Had responce from handler again denying claim stating that the 29/3/11 to the 29/9/11 is the 6 months allowed between inspections,although 185 days between dates is more than a 6 month period via days per week,also my accident happened on the 28/9/11,the day before the planned inspection,but no inspection was made until the 14/10/11,the dates on the first report i received also seem to have been altered by 8 days,
any advice
