Advice please

I had some damage to my car back in January caused by a "pothole" . The council refused to cough-up for the damage stating that I was the first person to report it, which I understand is correct on their part.
My issue is that it doesn't look like a pothole to me, it looks more like a repair around a drain that hadn't been completed properly. I have a photograph which shows that the drain is higher than the surrounding tarmac and the gap round the drain is evenly spaced.
Who can I get to look at the photograph to try to back me up? It seams that the council police themselves when it comes to the claims and appeals?

Thanks for your reply, yes I am trying to prove that it was unsafe and incomplete. I will ask for the maintenance record. I will also find out what type of drain it is i.e. waterboard etc.It's a shame that you cannot post a photo on this site.

From what you have said, it could well be that the "gully cover surrounds" have broken away, or that work was incomplete when a new gully cover was fitted. Under the gully cover is a frame which extends about 100mm in all directions further than the gully cover.

You could approach a consultant to look at your photograph and give her/her written professional opinion, but this won't be free.

Is your issue that you are tring to demonstrate that they left the work incomplete and unsafe? If so, ask for the maintenance records for that location, including what materials were used. That should give you a good clue as to what happened there.
