Legal precedent has indicated that potholes of 40-50 mm deep are dangerous. Download highway liability claims from www.roadscodes.org for more info.
Any forensic investigation firm (Hawkins, Burgoynes, etc) should be able to examine the wheel and provide a legal report. A word of warning though - professional reports do not come cheap so you will need to weigh this against the cost of your claim.
