Utility companies to blame

The latest pothole report is detailing that of the 3.5 million potholes on British roads 2.5 million are down to utility companies digging up the roads and not repairing correctly.

How can they get away with this?

Surely this should be a priority to sort and after a road has been dug up it should be inspected by the highways authority and if a pothole has been left it should be repaired there and then.
