pot hole claim

ok so hit a pothole yestereday, knew it was bad when my car kept pulling to the right so anyway stopped at the garage checked my wheel tyre looked abit flat so pumped my tyre up and went home as i only stayed 2 mins from the garage got up this morning tyre completly flat so put on the spare phone my friend who works at new life tyres and was told to take it down, after taking my tyre down my friend notices a bulge in the tyre says its pretty much busted so as hes taking the tyre off he comes over and says your wheels cracked, he gave me an address of a steel forging company that also repaired wheels so went there was quoted £40-£50 for the repair and the wheel also had a dent,he then told me about claiming so found this website and started writing my email to the council wasnt sure how to go about it but this is what i wrote, put ? up just to hide some details id rather not show,

///////////hi there, i was traveling from my sisters to my home yesterdaythe 4th january 2011, i was traveling along ??????? hall road where i turned towards ??????? road goin past b&q i followed the road round then turned left which is still ?????? road i was traveling up the road about 3:30 pm, i missed the first turning to the right i kept traveling to find a suitable spot to turn around, once i had turned around i traveled back the way i had come, just before i reached my turning i hit a pot hole which i later found out had damaged my wheel and tyre, at first i thought this was a puncture so i change my wheel over to the spare wheel, the next day i took my wheel to new life tyres on ?????? park south, the man noticed that my tyre was bulged and there for a defect and a new one would need to be purchased, after taking of the tyre he also noticed the the wheel was crack at the rear off the alloy wheel and dented at the front, he told me he was not able to fix this but provided me with a company that would, i went to the garage which is called ?????? engineering just off old ???? road at ??????, i was quoted £40-£50 for the repair, my wheel has been left with the garage to get repaired, i am now writing this email for some reimbursement for the bills i will have to pay, i was qouted £62 for a new tyre including fitting but i will be buying a tyre off off ebay for £28 + £10.99 p&p (????ebay link?????) then i will have to get it fitted which i was quoted £10, £48.99 for my tyre and fitting and £40-£50 for my wheel repair, so my bill will be between £88.99 - £98.99,
i have pictures of the pothole and the damage that was caused, if i have emailed this to the wrong department could you plese point me in the right direction i got this email address of the internet for pot damage claims but not 100% sure if it is the correct email address,

alpolgise for the email being abit long but this is what i sent to the council just wonddering if i stated enough and if it is worth a claim ?
