This street has ownership split between 3 parties : The council ( owns about 40% ) , the highways agency ( which owns half ) , plus 4 house owners who each own a small section directly infront of their houses ( total 10% ) . The public bodies are using that to absolve themselves from maintaining the road . The tarmac has completely worn away in huge patches but nobody seems concerned .
