Council asking questions.

I recently hit a number of potholes when I was visiting family and friends in Kintyre.

I destroyed two tyres, inner arch guard and caused a dent/crack in one of my wheels meaning that I cant get a proper air seal.

Anyway, I reported the incident to the local council who have came bak to me asking why I hold them responsible for my loss and in what way do I consider the Council may have been negligent.

I know that some Council contract outside agencies to carry out their road repairs but what exactly are they trying to get at here?

Any help would be appreciated.

They are actually trying to help, by pointing out your legal position. You have no automatic right to compensation, so stating simply "this happened and I incurred this cost" is pointless (I'm not saying for one minute that is what you did). You need to tell them why you consider that they are responsible for the loss you incurred and you are required to prove negligence.
