WHAT IS WRONG WITH THESE PEOPLE.........

i live up a rural lane maintained by the council,there are 6 deep potholes along my lane,i went over one and it blew my tyre and smashed my alloy and needed replacing and it needed taking to a garage..the pothole is 5-6 inchs deep and 12inches wide,i took photos and sent a letter to the council and put forward a claim....within 3 weeks the council came up and filled the first pothole they see up the lane(not the one i was claiming off) and it still half full as the tarmac has sunk,then after waiting 3 months i recieved a letter this week saying my claim was denied and they were not to blame,and the funniest thing was that the picture they had taken of the pothole denying the claim which they sent me with the rejection letter was not the pothole i was claiming off and not even the pothole they filled......i informed them and they said they would get some guy to call me today regarding a meet so i can show him which one it was but i tried contacting him today and he never got back to me once........absoulte joke....i am going to seek legal advice...any help or opinions would be grateful.....
