Many potholes Bishops Waltham to Botley

The first .75mile of this road was re-surfaced about 5 years ago, with a beautifully smooth tarmac job. After 5 years of winter conditions and the recent snow and ice, the road is still billiard table smooth. The same road from the end of the re-surfacing to Botley is breaking up along it's length, with many large holes. The holes are just filled in with tar and not sealed, so they break up again very shortly. Sections of this road were re-surfaced 6 months ago with the cheap 'tar and stone job' or whatever it is officially called, and has already become rutted in the tyre tracks. Why can't Hants County Council lay the same surface as was laid 5 years ago. Surely it is a false econmy to employ a contractor to keep coming back to bodge job old holes, when a good job in the first place, although more money, will last much longer. Council tax payers are getting poor value for money. And maybe the contractors are ripping the Council off!
