Stevenage Road, pothole by drain

While traveling home last night (31st March) at ~9:30 I hit this pothole destroying my tyre and splitting my alloy wheel. It is over 10cm deep and very wide. I passed another driver at the next bend replacing his wheel (I assume from the same hole). I have not doubt more cars will be damaged by this. I checked on the council website and someone had reported it about a day and a half before as an urgent 24 hour job.

As this has been left for over 24 hours do I have any chance of claiming for the damage?
