Poor Road Sufaces

I live in Coventry and the roads are extremely poor. I have an every day car and also a kit car. I also ride a push bike for work and for pleasure but because the roads are so bad I find it extremely dangerous using my bike. Because I have to keep near the kerb I find the conditions of the road even worse than the outer part of the road where the cars go therefore having to try and miss all the potholes etc. Often I have to pull out into the road otherwise I would no only damage my wheels but would probably make me fall off my bike. I would like to know why the government doesn't encourage cyclists to use their bikes by improving road conditions as they are always moaning about vehicles contribruting to the Co2 effect on global warming.
I also have another moan about all this slowing down of vehicles especially regarding speed humps, as if the road conditions weren't enough to slow vehicles down. I have a kit car which doesn't have much ground clearance so when I go on a route that I am not familiar with and find speed humps I then have to turn back and find another route which can be very incovenient to say the least. The amount of road tax etc I pay should allow me to travel anywhere within this country without any restrictions on the roads. It must be the most expensive motoring within Europe and I'd like to know why. I heard on the radio that Warwickshire County Council have been granted nearly 1/2 million pounds on slowing down traffic. What a waste of money. This money could be spent on improving road conditions. The road conditions are that bad I wouldn't think anybody could go too fast. I for one now find I am looking to avoid potholes and generally poor road conditions than keeping my eyes on the road which I should be doing to avoid accidents instead of swerving, going off line etc. This is costing the motorist a great deal of money in repairs and this government doesn't give damm.
If I weren't so old I'd seriously think about emigrating.
