Mud, mud and more mud

I attach pictures of a notorious country road in South Northants. This has been an ongoing problem for over 25 years, getting progressively more dangerous. The Council do nothing to clear the road, or provide drainage ditches to take water and mud off this road. There are numerous potholes hidden in the mud and water to trap the unwary. Local landowners do nothing to help the situation, by driving agricultural machines off wet fields creating nice deep channels for the mud to flow straight onto the road, and by not digging out their ditches.
